Windows changes your network connection to PUBLIC - makes your computer undiscoverable - when it detects a significant change in network topology - when you are suddenly talking to a different or reconfigured router, maybe when DHCP provides you with a new IP address (I haven’t confirmed that), etc. You cannot enter into “sharing” relationships until you tell Windows this is a safe environment.
